Challenges Persist for Relief Supplies in Gaza's Urban Center Despite Truce

Even if the Rafah crossing at the Egyptian border starts functioning soon, humanitarian organizations encounter significant difficulties delivering supplies to northern Gaza, the region hardest impacted by food shortages, specialists report.

Access Problems

Key roads are practically unusable due to widespread damage across the war-torn region – or continue to be occupied by security personnel. Any truck that stops working is probably will be quickly plundered.

A representative from an international organization said the damage in the northern territories was "overwhelming".

"It is neighborhood after neighborhood, structure after structure ... there is urgent requirement for clean water. Conditions are severe. We need all the crossings operational," the spokesperson, who was in the urban center earlier this week, added.

Limited Entry

A community leader working from the northern city said the needs in what used to be the area's active economic and social center were "enormous".

"There is positive expectation and hope but there needs to be rapid progress on the border points. We haven't seen any significant change on the reality yet," the director commented.

"We continue to receive a insufficient volume of support [and] we are only starting to comprehend the extent of devastation. Numerous roads are completely covered in ruins ... there is almost no home that is secure. There is damage and unexploded bombs across the region."

Current Progress

In recent days, humanitarian organizations said small quantities of vital cooking gas entered Gaza for the first instance in multiple months, along with shipments of wheat, rice and farm products. The additional resources sent commercial prices falling.

In the central town, a community member said there had been noticeable change since the ceasefire.

"The markets are full of supplies, fresh goods, and produce, although the prices are continuing to be expensive and not accessible for everyone," the individual said.

Colder Months Preparations

"The primary requirements at present, especially with the arrival of colder weather, are to have a shelter to shelter us from the cold and cold-weather clothing because the shops do not have adequate garments for us or, if they exist, they are extremely limited and prohibitively costly."

Nine organization-assisted bread-making centers in mid and southern regions have restarted operations since the peace agreement.

Assistance Delivery

Many agencies have millions of dollars in assistance materials stockpiled around Gaza waiting to go in. A UN agency assisting local residents across the area for many years has multiple months of supplies of sustenance for everyone in Gaza ready to be delivered.

"We maintain the supplies, the equipment and the capabilities ... we just need the permission," said a humanitarian staff member, recently returned from Gaza.

Diplomatic Factors

A diplomatic framework outlines that "complete" assistance should be delivered to Gaza and be provided through humanitarian bodies and the Red Crescent, without obstruction from both combatant organizations or national security.

This seems to prevent the debated authority-approved relief agency which began operations in spring, leading to chaotic scenes and hundreds of deaths as crowds of aid-seekers assembled around its assistance centers.
