United Nations Council Endorses Trump's Gaza Proposal

The Security Council has approved proposals presented by Donald Trump for achieving a long-term stability in the Gaza Strip, encompassing the stationing of an international stabilisation force and a eventual path to a independent Palestine.

Broad Approval with Key Absent Votes

The proposal was approved by a tally of thirteen in favor, with China and Russia choosing not to vote. Washington's diplomat the American delegate addressed the council chamber that it set “a new course in the region for the conflicting parties and all the people of the area alike”.

Balanced Language on Palestinian Statehood

Addition of references to an self-governing Palestine was the price the United States paid for backing from the Arab and Islamic world, who are likely to supply security forces for the international stabilisation force (ISF).

“The transitional arrangements that we start today must be implemented in adhering to international law and respecting Palestinian sovereignty,” the UK chargé d’affaires declared.

Government Opposition Persists

Nonetheless, on the eve of the resolution approval, leader Benjamin Netanyahu restated his administration's firm resistance to the establishment of a independent Palestinian entity, raising questions on whether Tel Aviv will accept the enactment of the UN-mandated proposals.

Central Components of the Measure

  • Immediate lifting of existing limitations on relief supplies into the strip
  • Formation of an global security force
  • Steps toward restoration and a potential “pathway to Palestinian self-determination and statehood”

Vague Phrasing and Requirements

The reference to Palestinian statehood was a balanced insertion to an initial US draft which did not mention it. Yet the language is vague and conditional, stating only that once the Palestinian leadership has undergone changes and the restoration of Gaza is under way, “the situation may finally be in place for a credible pathway to Palestinian sovereignty and sovereignty.”

Global Response

The phrasing did not meet of the definite pledge to the establishment of a Palestinian state alongside Israel requested by Arab countries, as well as EU representatives, but in statements to the council after the vote, representatives from those nations said they were ready to support the agreement in the service of continuing the current truce and immediate measures to assist and secure the millions of Palestinian residents in the territory.

“We has eventually decided to vote in favour of this document, a resolution that we back its main goal, namely the continuation of the truce and the establishment of situations enabling the Palestinians to assert their fundamental rights to independence and sovereignty,” the Algerian envoy announced.

Practical Difficulties

This measure gives comprehensive monitoring control to a “stabilisation committee” led by Trump, but of uncertain membership. The board has to inform the international body but it is not obligated by the desires of the global organization or by the Palestinian leadership.

It also calls for the establishment of a specialized Palestinian group that is tasked with overseeing day-to-day governance of the Gaza and the distribution of aid, but it is highly uncertain who would participate.

Stabilisation Team Authority

The mandate of the global force empowers it to neutralize and disband militant organizations in the strip, but it is quite ambiguous that would-be troop contributors would agree to attempt to face such groups. None of the states has to date agreed to dispatching troops.

Moreover the criteria for modification of Palestinian leadership, the precondition towards moves to a sovereign Palestinian, have been hazy.

EU representatives said they viewed it as pressing that the names of the expert panel to distribute aid was agreed as promptly.
